India's DDAWS Mandate: What Every Fleet Operator Must Know

Quick answer — What is India's DDAWS mandate?
DDAWS (Driver Drowsiness and Attention Warning System) is now mandatory under standard AIS 184 for new medium and heavy trucks and buses, phased in from 1 October 2027 (braking and AEBS) and 1 January 2028 (drowsiness, lane-departure and blind-spot warning). It applies only to new vehicles, so existing fleets stay uncovered — which is why operators adopt smartphone-based systems like HumSafer today.
A few years ago, one of my drivers, Sabit Ali, told me something on a long night drive that I have never been able to shake off. He said the most dangerous stretch of any trip is not the ghat section or the broken patch outside a city. It is the flat, empty highway at 3 am, when the road stops giving you anything to react to and your eyes start closing on their own. That single conversation is why India's DDAWS mandate matters so much to me, and why every fleet operator reading this needs to understand it properly. DDAWS stands for Driver Drowsiness and Attention Warning System, and the government has now made it law for India's trucks and buses.
What the DDAWS mandate actually says
Let me cut through the jargon first, because there has been real confusion about the dates.
The Ministry of Road Transport and Highways first floated these rules in March 2025, through a draft notification numbered G.S.R. 184(E). That draft talked about 2026 deadlines, which is why you will still see articles calling this the 2026 mandate. Since then, things have moved.
On 12 February 2026, Union Minister Nitin Gadkari confirmed the final shape of the rules in a written reply to the Lok Sabha. Here is what is now locked in for medium and heavy commercial vehicles, the trucks and buses in categories N2, N3, M2 and M3:
- From 1 October 2027, new trucks must come with a revised braking standard, electronic stability control, and an Advanced Emergency Braking System.
- From 1 January 2028, new trucks must also carry a Driver Drowsiness and Attention Warning System, a Lane Departure Warning System, a Blind Spot Information System and a Moving Off Information System.
The DDAWS piece sits under a technical standard called AIS 184. In plain language, it means the vehicle now has to keep an eye on the driver. The system watches signals like eye movement, head position and steering behaviour, and if it decides the driver is drifting into drowsiness or losing attention, it sounds an alert.
Why driver fatigue forced the government's hand
India lost roughly 1.7 lakh people to road accidents in 2024. More than 60% of those deaths happened on national and state highways, and trucks are involved in a heavily disproportionate share of them. Human error, which includes speeding, distraction and fatigue, sits behind close to 70% of all crashes.
Fatigue is the quiet killer in that list. Nobody writes that the driver was sleepy in an FIR. It gets recorded as speeding, or as a lane error, or simply as the driver losing control. But anyone who has spent a night inside a truck cabin, and I have, riding shotgun on the Mumbai to Delhi run with Sabit Ali, knows the real story. A tired driver is a drunk driver who happened to pass the breathalyser.
The government understands this. It is the same logic behind making air conditioning compulsory in new truck cabins from 1 October 2025. A cooler cabin means a less exhausted driver. DDAWS is the next step in that thinking: if a driver still slips into drowsiness, the truck itself should be the one to catch it.
The catch nobody is talking about
Here is the part that genuinely worries me as a fleet owner, and it is the part the headlines skip.
The DDAWS mandate applies to new vehicles. If you run a fleet anything like mine at JFK Transporters, around 130 trucks, you already know that most of your vehicles are not new. They are 3, 5, even 8 years old, and they will keep earning for you well past 2028. The mandate does nothing for a single one of them.
So if you read the news and felt relieved that this problem is finally being handled, please read it again. The law makes new trucks safer, slowly, one purchase at a time. It does not touch the truck that is on the highway tonight, carrying your customer's cargo, with your driver behind the wheel. The risk you are carrying today is exactly the same risk you were carrying last year.
That gap, between what the law covers and what your fleet actually looks like on the road, is the entire reason we built HumSafer.

There is a second thing I want fleet operators to be clear-eyed about.
DDAWS, as the mandate defines it, detects drowsiness and sounds an alert. That is genuinely useful, and I am glad it is becoming standard. But detection is only half the job.
A beep tells a driver he is tired. It does not tell him what to do about it. It does not tell you, the operator, that it happened. And it changes nothing about tomorrow. The same driver gets drowsy on the same stretch the next night, and the truck beeps again. And again.

My honest advice, as one founder to a fellow fleet operator: do not wait for 2028.
You do not need to buy 130 new trucks, and you do not need to bolt expensive hardware into every cabin.
